4. Classification of bidding and scope of bidding:
Traffic engineering: 1 tender section; the tendering scope is the traffic engineering construction within the scope of the construction drawing of the project.
Road lighting project: 1 tender section; the bidding scope is the road lighting project construction within the scope of the construction drawing of the project, and is responsible for handling the handover to the custody unit.
Asphalt pavement project: 1 tender section; the bidding scope is the asphalt pavement construction in the scope shown in the construction drawing of the project.
Third, the bidder qualification requirements
1. Qualifications:
Traffic Engineering:
(1) Have a valid independent legal person business license;
(2) It has the sub-certification of the road traffic engineering professional contracting traffic safety facilities issued by the construction administrative department, and at the same time has the sub-certification of the road traffic engineering professional contracting communication, monitoring and charging comprehensive system engineering, holding the approved 2009 annual " Sichuan Province Construction Enterprise Engineering Fees and Calculation Standards;
(3) The bidder has undertaken at least two construction projects with similar construction cost of not less than 5 million yuan since January 2006;
(4) The project manager has the qualification of registered public construction engineer or highway engineering level and above, and must be registered with the company to provide the social security guarantee for the period from February to April 2009; it has an effective safety production assessment certificate; At least one construction project of similar traffic engineering with a project cost of not less than 5 million yuan has been undertaken since January;
(5) The person in charge of technology has the senior technical title of highway engineering or traffic engineering.
(6) The bidder has the funds, equipment and technical personnel to undertake the project.
Road lighting project:
(1) Have a valid independent legal person business license;
(2) It has the second-class or above qualification for urban and road lighting engineering professional contract awarded by the construction administrative department, and holds the approved “2004 Sichuan Construction Enterprise Engineering Fees and Calculation Standardsâ€;
(3) The bidder has undertaken at least three construction performances of urban and road lighting projects with a construction cost of not less than 2 million yuan since January 2006 (required to provide the completion acceptance certificate issued by the competent department of urban lighting);
(4) The project manager is qualified as a registered construction engineer at the municipal public works level and above, and must be registered with the company to provide the social security certificate for the period from February to April 2009; it has an effective safety production assessment certificate; since January 2006 Have undertaken at least one construction performance of urban and road lighting projects with a project cost of not less than 2 million yuan;
(5) The technical person in charge has the technical title of intermediate engineering and above in municipal engineering.

Asphalt pavement works:
(1) Have a valid independent legal person business license;
(2) It has the qualification of municipal public works general contractor level and above issued by the construction administrative department, and holds the approved “2004 Sichuan Construction Enterprise Engineering Fees and Calculation Standardsâ€;
(3) The performance of the road asphalt pavement undertaken by the bidder since January 2006 is not less than 300,000 square meters;
(4) The project manager has the qualification of registered construction engineer of municipal public works or highway engineering level and above; and must be registered with the company to provide the social security guarantee for the period from February to April 2009; it has an effective safety production assessment certificate; At least one construction project of urban road asphalt pavement with a construction cost of not less than 10 million yuan has been undertaken since January;
(5) The technical person in charge has the technical title of intermediate or above in municipal or highway specialty;
(6), with the corresponding machinery and equipment, at least own mixing plant, paver, road roller.
