Although China issued the “Technical Policy on Prevention and Control of Hazardous Waste Pollution” in 2001, it only encourages the government to establish a fluorescent tube recycling and treatment agency. There is no regulation on the recycling of energy-saving lamps, and even many cities do not have professional recycling sites at all. Under such a large-scale promotion of energy-saving lamps, the number of discarded energy-saving lamps produced cannot be counted. At present, the treatment methods of domestic waste energy-saving lamps are mainly mixed with domestic garbage, resulting in pollution and economic benefits. Social harm is even more difficult to measure. To avoid mercury contamination, it is recommended that:
First, actively improve the production technology of energy-saving lamps, develop mercury-free or low-mercury energy-saving lamps, learn international advanced technology, and replace liquid mercury that is easy to pollute the environment with solid mercury.
Second, set up collection points in shopping malls and residents' communities, and the state will fund the recycling of waste energy-saving lamps.
Third, establish an abandoned energy-saving lamp treatment system to ensure that the recycled energy-saving lamps can be safely disposed.
Fourth, strengthen the publicity of the dangers of waste energy-saving lamps, so that the public can establish the concept of recycling energy-saving lamps.
