From March to the present, from the central to the local, support policies and subsidy programs for supporting LED lighting have emerged one after another. The LED lighting industry has been awakened from last year’s downturn. And it became hot.

But behind the excitement, the problems in the LED lighting industry cannot be ignored. Due to the lack of the core technology of the upstream chip of the industrial chain, domestic enterprises are either succumbing to the meager downstream of the profit, or the production of low-grade chips, and even subsidies. Under the policy, the corporate mentality of catching a fish and catching a piece of fish is hindering the market adaptability of enterprises.

According to the industry's measurement standards, only when the market penetration rate reaches 10% can be called a "takeoff" of a new product, but the current penetration rate of LED lighting in the Chinese market is only about 2%. "Be sure to be alert to LEDs to repeat the mistakes of photovoltaics." The LED lighting market, which lacks core technology but is rapidly being promoted, has caused widespread concern in the industry.

Subject to core technology
"LEDs to replace energy-saving lamps is definitely the trend of the times. Regardless of performance or environmental protection, LEDs are better. The price increase of rare earths in 2011 has accelerated this process." LED lamps and energy-saving lamps that have been widely used are all products promoted by national energy conservation and emission reduction, and the purpose is to replace existing incandescent lamps. In 2011, China issued a roadmap for eliminating incandescent lamps, and decided to ban the sale and import of incandescent lamps for general lighting of 100 watts and above from October 1, 2012; by October 1, 2016, it is forbidden to sell and import 15 watts and The above general lighting uses incandescent lamps. Prior to this, China has been promoting the use of energy-saving lamps.

Rare earth phosphors are used in the production of LED lamps and energy-saving lamps. Rare-earth luminescent materials are also one of the three major areas of rare earth applications. But in comparison, the former is very small, only one thousandth of the latter. In 2011, the price of rare earth raw materials rose nearly 10 times, and the energy-saving lamp market was severely impacted. Many energy-saving lamps companies closed down. This on the other hand also led to a sharp decline in the quality of energy-saving lamps in 2011, with a failure rate of nearly 50%.

The heavy crisis encountered by energy-saving lamps has created a rare opportunity for the rise of LED lights.

There is a lot of controversy in the industry about whether LED lamps can quickly replace energy-saving lamps. The prevailing view is that energy-saving lamps and LED lamps are two different stages of products that may coexist for a long time, and each has its own advantages. Wu Hong, chairman of the Shanghai Lighting Society, believes that it is impossible to complete the complete replacement of energy-saving lamps by LED lamps within two or three years. "Before 2011, the industry is expected to be 10 years, but it seems that it will not take 10 years now. "Wu Hong said that if measured according to strict LED standards, most LED lights on the market are currently unqualified.

The reporter learned that due to the limitations of core technology, the relevant quality indicators of LED lights have become the weakness of Chinese enterprises. The current common problems are the heat balance of high-power LED lamps, long-lasting and efficient phosphors, and so on. According to the current state of the art, it should be no problem to replace the phosphor energy-saving lamps below 10 watts with LED lamps. However, for products above 10 watts, domestic technology is still to be mature.

The “new upstart” that was born

The price of raw materials is not the most important reason for the birth of LED lights. The real promoter is the state subsidy support policy.

On May 16, the State Council executive meeting discussed and approved the "12th Five-Year Plan for the National Basic Public Service System", and determined the policy measures to encourage consumption of energy-saving home appliances and other products, and arranged financial subsidies of 26.5 billion yuan, of which 2.2 billion yuan was used. Support the promotion of energy-saving lamps and LED lights.

This is the third time the central level of LED lights this year, the previous March 20 and May 7, "2012 semiconductor lighting products financial subsidy promotion project" and "semiconductor lighting technology development" 12th five-year special plan (Consultation Draft) (hereinafter referred to as "Planning (Consultation)") has been announced. In the previous document, the National Development and Reform Commission announced that in 2012 the Chinese government will spend 40 billion yuan for the purchase of LED street lamps and provide 30% financial subsidies for LED streetlight users. "Planning (Consultation)" proposes that by 2015, more than 80% of LED chips will be localized, and the industrial scale will reach 500 billion yuan.
