**III. Supplier Qualification Requirements**
1. Suppliers must comply with Article 22 of the "Government Procurement Law of the People's Republic of China" and submit the following documents:
- Valid business license, tax registration certificate, and organization code certificate (or a unified three-in-one business license)
- Financial report for the year 2016 (issued by an accounting or auditing firm; new companies may provide reports based on their actual operating period)
- Proof of legal social insurance and tax payments for at least three consecutive months within the first half of this procurement activity
- A written statement confirming no major illegal records in the past three years
2. Entities with the same person in charge or direct control/management relationship are not allowed to bid simultaneously.
3. Suppliers must check credit records via the “Credit China†website and the China Government Procurement Network to ensure they are not listed as untrustworthy or involved in serious violations. They must also provide screenshots of the query results.
4. Bidders must confirm that neither the company nor its legal representative has any record of bribery crimes in the location of registration or the project site. The inquiry must be conducted within the valid period.
5. Consortium bids are not accepted.
